LED standards and testing need to be based on domestic and international

As an emerging industry, China's semiconductor lighting industry has developed rapidly in recent years, but there are still standards and testing systems that have not yet been established. The testing equipment, testing methods and standards development work cannot meet the requirements of rapid industrial development, and the lack of authoritative testing platforms. Looking at the international market, there is no globally unified international standard and testing system. Standards and testing will undoubtedly become the strategic “highland” for the development of semiconductor lighting industry in various countries. Faced with the increasingly competitive global semiconductor lighting industry development trend, China's semiconductor lighting industry is increasingly demanding the development of standards and testing capabilities.
The "Opinions on the Development of Semiconductor Lighting Energy-Saving Industry" jointly issued by the six ministries and commissions (hereinafter referred to as "Opinions") incorporates standards and testing, which fully reflects the Chinese government's emphasis on semiconductor lighting industry standards and testing development. The journal interviewed relevant experts and business management personnel in the industry, hoping to deeply interpret the relevant content of the standards and tests in the Opinions, and provide some inspiration and reflection for the industry to better understand the Opinions.

Standards should be in line with international standards while practicing "internal strength"

The "Opinions" pointed out that it is necessary to strengthen the research on basic standards, product standards and test method standards related to semiconductor lighting products. At the same time, it is pointed out that it is necessary to study and establish a semiconductor lighting standard system, and gradually introduce testing standards, safety standards, performance standards and energy efficiency standards for products, and actively participate in the formulation of international standards.

At present, China's lighting standard system is basically based on reference to international standards and European and American standards. The lack of corresponding independent research work provides technical support for standard formulation. At the same time, the development of the semiconductor lighting industry is changing with each passing day, and it is necessary to strengthen research to develop standards that meet the characteristics and development needs of the semiconductor lighting industry.

Faced with the global development trend of the semiconductor lighting industry, the standardization of standards has become an industry consensus. So how do you actively participate in the development of international standards?

Prof. Pan Jiangen, Technical Director of Hangzhou Yuanfang Optoelectronic Information Co., Ltd. believes that in order to participate in the formulation of international standards, domestic research and formulation must be carried out first, and the international research should be integrated with the international community to participate in international competition. . For the internationally accepted standards recognized by the countries to be used as much as possible, especially the general terminology, measurement methods and other basic content must comply with international standards, China is not suitable for their own set, otherwise it is likely to self-enclose , thus affecting the international competitiveness and healthy development of the industry. At present, China temporarily participates in the formulation of international standards without prejudice to the conditions for the formulation of international standards, and gradually influences the revision of international standards. Of course, when China's industry develops to a certain height, it should put forward its own standards to establish the status of China's semiconductor lighting products in the world.

Chen Wencheng, senior application engineer at Osram Opto Semiconductors Asia Application Design Center, pointed out that the development of international standards usually has relatively complete systems and procedures. The main role of some international companies is the research team, which focuses on the actual test data. With the establishment of the model, many experts in China have actively participated in the discussion of the relevant technical committees of the International Lighting Association (CIE). The prerequisite for actively participating in the development of international standards is to keep track of the latest developments of international standards and strengthen exchanges and cooperation with major international companies. Yu Anqi, executive deputy director of the National Electric Light Source Quality Supervision and Inspection Center (Shanghai), pointed out that standards should be set in line with international standards while focusing on standards that are lacking or being developed internationally.

Hua Shuming, director of the National Electric Light Source Quality Supervision and Inspection Center (Beijing), believes that because semiconductor lighting is a rising industry, the development speed is extremely fast, it is not easy to prematurely specify too many performance requirements, to give the product a certain upside and allow Technological development of different ideas. Regarding the relationship between local and enterprise standards and national standards, some people in the industry believe that the main role of local standards and corporate standards is to fill in the gaps. For local or international standards that are missing or under study, it is beneficial to formulate local or corporate standards. The development of the semiconductor lighting industry, and in the case of existing international standards or national standards, the local standards and corporate standards formulated cannot be lower than the national standards. Yao Zhihui believes that local standards and enterprise standards have certain flexibility and industrial geographical advantages compared with national standards. At present, they still have guiding significance. National standards are generally the product of industrial development to a certain level, relatively mature, representative, China's semiconductor lighting industry is in the process of dynamic development, the standard development cycle may be relatively long, but the semiconductor lighting industry is developing rapidly, local or Enterprises need standards to regulate industrial development in a timely manner. Therefore, local standards should be formulated in a certain area according to the actual situation of industrial development. If it is developed to a more mature stage, it can be considered to rise to national standards. Moreover, if the national standard is to be revised, it will be a very large project. In comparison, the local standard has great flexibility.

National testing platform is not unique

In addition to the development of standards, building a testing platform is also an urgent need for the development of China's semiconductor lighting industry. The "Opinions" pointed out that it is necessary to improve the international level of semiconductor lighting product testing platform.

Chen Wencheng pointed out that at present, China's national testing platforms mainly include the National Electric Light Source Quality Supervision and Inspection Center (Beijing) and the National Electric Light Source Quality Supervision and Inspection Center (Shanghai). Some enterprises also purchase some testing equipment for testing, but due to lack of professional research. For other reasons, the detection level is low and the detection accuracy is not up to the requirement. Although the domestic professional testing institutions have also carried out some research work on LED testing, due to limited conditions, it is still unable to form a complete testing and evaluation system, and its level is still far from the developed countries. Under such circumstances, is the “testing platform with international level” unified by the national testing institutions?

“The detection platform is a broad concept that requires all aspects of efforts.” Pan Jiangen said that standards need to be well implemented and require a relatively complete testing platform. At present, national testing organizations have strong advantages in equipment, team and experience, and play a major role in the testing platform. However, “the international level testing platform” should not be limited to the country. The level detection organization should be a multi-party, broad-based generalized inspection platform, which can include the inspection organization, the related measurement equipment and laboratory demonstration of the inspection project, and even the education and training related to the inspection. The testing organization requires the participation of national testing agencies as well as the participation of local testing organizations and third-party certification laboratories. In addition, the well-established laboratories established by large enterprises and the equipment suppliers of equipment suppliers that can provide complete testing equipment are also Can be included. As for the authority of the testing platform, Pan Jiangen believes that the main reason is whether the items it tests can pass the certification of the testing ability of internationally accepted laboratories, rather than simply looking at the level and name of the testing organization, whether it is a national testing institution or a place. Chen Wencheng believes that the current construction of semiconductor lighting inspection platform in China, in addition to strengthening the testing equipment and capabilities of Beijing and Shanghai inspection centers, but also to increase the semiconductor lighting detection platform in different regions, and consider the role of some of the key laboratory of the university testing platform.

Yao Zhihui believes that local testing institutions are of great significance to the development of the local semiconductor lighting industry, especially in the more developed areas of the semiconductor lighting industry, which have some unique advantages in the detection facilities and test data accumulation. Therefore, the testing platform should not be concentrated in some of the country, and it is possible to consider the relevant requirements for the introduction of testing institutions, and include local testing institutions that meet the requirements.

For the detection, Hua Shuming believes that at present, both OLED and LED have problems in that the test methods are not uniform. It is necessary to first stipulate a unified test method. In this regard, China must actively strengthen international cooperation and learn the advanced features of foreign countries. You must also study hard, not simply follow a country.

The detection organization "hardware" and "software" must be hard

The testing equipment is an important factor affecting the testing and testing capabilities of the testing organization. The "Opinions" proposes to increase the investment in testing equipment and improve the testing and testing capabilities of semiconductor lighting products by national testing institutions.

Yu Anqi believes that the level of domestic testing platforms is not as bad as expected, especially in some national testing centers, where the investment is larger and the testing methods are becoming more and more mature. To improve the detection capabilities of the testing center, whether it is the testing equipment or testing means, it needs to be in line with international standards.

Pan Jiangen said that in the context of the current national emphasis and industrial development, it is feasible to increase investment in testing equipment, but equipment investment cannot blindly pursue imports. In the past, domestic equipment procurement has a certain degree of blind superstition of foreign old brand products. As everyone knows, semiconductor lighting is a new industry, and it is easy to appear that the expensive equipment purchased is seriously wasteful because it is not suitable for semiconductor lighting inspection, and the equipment investment is increased. It is very important to rationally and objectively treat "internationally advanced" equipment, to develop a reasonable procurement plan and to design the entire laboratory.

Then, is it necessary to increase the investment in equipment, and the improvement of the inspection and testing capabilities of semiconductor lighting products by the testing organization is a matter of course?

In addition to increasing equipment investment in “hardware”, “software” construction is also an important aspect to improve the testing and testing capabilities of testing organizations. Pan Jiangen pointed out that the gap between domestic testing institutions and international advanced laboratories is mainly reflected in the "software" aspects such as management and technology. In terms of the integrity and depth of the team's mastery of technology, China's testing laboratories are relatively weak except for a few. We need to continue our efforts in this regard.

The semiconductor lighting industry is in the process of dynamic development, and products are constantly being developed, requiring new standards and high-level inspection platform support. "At present, although some standards have been formulated in China, the overall situation is still small. For a long time, the standard-setting work must be continued. The basic standards are expected to come to an end within five years, but the application products are related.
