The construction of the current collection circuit and booster station expansion for the distributed 28.5MW wind farm in Tangshan Shanxi was conducted in domestic open tenders, and the units that meet the qualification requirements are welcome to participate.
I. Project Description:
The tendered project Datangyu Distributed 28.5MW wind power project has been approved by the Shanxi Provincial Development and Reform Commission with Jinfafa Energy (2014) No. 1617. The owner of the project is Datang Shanxi New Energy Co., Ltd. Datang Shanxi New Energy Co., Ltd. has a ratio of 100%; the capital source is project capital and financing, and the capital ratio is 20%. The bidder was Datang Shanxi New Energy Co., Ltd. The project has already met the conditions for bidding. The project is now undergoing open bidding. Construction Site: Ganzhou City, Shanxi Province Ganxian County (District) Construction Scale: 28.5MW The planned construction period is from May 1, 2017 to March 20, 2018, 324 calendar days.Second, the scope of the tender:
Expansion and installation of booster stations, and collector circuits (including the construction of the lines and equipment for the high-voltage side of the fan transformer to the terminal tower).Third, the bidder's qualification requirements:
3.1 The bidder must have independent legal person qualifications and corresponding construction qualification conditions. Non-PRC registered bidders should be registered by the Administration for Industry and Commerce, and the competent construction department should issue a contracted project permit to issue a permit.
3.2 The bid invitation requires the bidder to have the qualification of general contractor for construction and recruitment projects or qualification for professional contractor for power transmission and transformation project with grades of at least grade II and above. In the last 5 years, the construction of 2 or more wind farms with 50 MW or more or similar projects must be completed. Performance, and have corresponding construction capabilities in personnel, equipment, funds, and so on.
3.2.1 Among them, the bidder intends to send the project manager to be qualified as a qualified mechanical and electrical professional registered construction engineer, possess an effective safety production assessment certificate (B), and has not held the position of other project in progress construction project manager, and has 5 More than a year engaged in similar project management work experience and served as a project manager for 2 or more wind farms of 50MW or above or similar projects.
3.2.2 The permit for the acquisition and approval of the construction of the subcontractor (test), and the "Administrative Measures for the License for the Installation (Repair, Trial) of the Procurement and Procurement Authority" (Decree No. 28 of the National Commission for the Supervision of the Acquisition of Procurement).
3.2.3 Passed GB/T/ISO 9001:2008 Quality Management System, GB/T/ISO 14001:2004 Environmental Management System, GB/T/OHSAS 18001:2007 Occupational Health and Safety Management System Certification.
3.3 Corporate Finance: The registered capital is not less than RMB 10,000.
3.4 Corporate reputation: The bidder needs to have good credit standing and business reputation. There is no legal dissolution of the case or the company is out of business or in bankruptcy, and the assets have not been reorganized, taken over and frozen.
3.5 This tender does not accept the Commonwealth bid.
3.6 The tender will be conducted after the qualification examination. After the bid opening, the bid evaluation committee will review the bidder's qualifications. The qualification conditions do not meet the requirements of the bidding documents. The bid evaluation committee will reject the bid.
