Taking this opportunity, we interviewed Zheng Jian, the president of the Guangzhou Optoelectronic Standard Testing Institute of the Saixi Laboratory of China Electronics Technology Standardization Institute, about the LED industry standards and testing questions that the industry cares about.

High-tech LED: CESI chose to set up branches in Guangdong, based on what factors to consider?

Zheng Jian: On the one hand, in response to the “double transfer” strategic move proposed by the Guangdong Provincial Party Committee and the provincial government, and implementing the call of “calling the central enterprises and introducing the institutes”; on the other hand, Guangdong is the leader of the domestic optoelectronic industry, in semiconductor lighting. The field of flat panel display has strong industrial cluster advantages. At the same time, the Guangdong market is also the most important market for domestic optoelectronic industry consumption, and it plays a pivotal position in China's optoelectronic industry.

Based on the above two considerations, in order to coordinate and improve the construction of Guangdong optoelectronic technology industrial base, promote the development of Guangdong optoelectronic technology industry, give full play to the comprehensive advantages of our standards, testing and certification. With the strong support of governments at all levels in Guangdong Province, “China Saixi Laboratory Guangzhou Optoelectronic Standard Testing Institute” officially settled in Guangdong Optoelectronics Technology Industrial Base last year.

High-tech LED: What is the current position of CESI for Guangzhou Optoelectronic Standard Testing Institute?

 

Zheng Jian: CESI Guangzhou Optoelectronic Standard Testing Institute (referred to as: Guangzhou Saixi) has three main orientations. First, it actively assists the government to carry out research on standardization research and testing methods, promotes and regulates the optoelectronic industry, and becomes a local government at all levels in Guangdong Province. An important supporting unit to promote the development of the standard inspection of the optoelectronic industry, to promote the development of the standardization of the optoelectronic industry in Guangdong Province; the second is to provide comprehensive, one-stop photoelectric standard testing and certification services for enterprises in Guangdong Province and surrounding provinces and cities, and become an authority in Guangdong and even the whole country. High-tech LED: What is the progress of the preparation of the laboratory of Guangzhou Optoelectronic Standard Testing Institute? When is it expected to be completed? What are the main services?

Zheng Jian: CESI Guangzhou Photoelectric Standard Testing Institute began to build the first phase of the National Photoelectric Product Testing Center in the second half of 2009. The semiconductor lighting product standard compliance testing laboratory (hereinafter referred to as the LED testing laboratory) and the flat panel display product standards are in line with The sex testing laboratory (hereinafter referred to as the FPD testing laboratory) is expected to complete the construction of the LED testing laboratory in July 2010 and the construction of the entire first phase in July 2011.

The LED testing laboratory is a comprehensive public service platform that integrates standards, testing and certification into the standard research, standard compliance verification and standard compliance testing of semiconductor lighting products. After the completion of the laboratory, it will have the nation's leading semiconductor lighting application products and mid-upstream product testing capabilities, including 50V or more self-ballasted LED lights for general lighting, road lighting LED lights, decorative lighting LED lights / general lighting LED modules, LED backlights, LED displays, road traffic signals, LED lights and other LED applications, as well as LED device and module testing. The laboratory will be able to provide technical support to the government and provide complete testing and certification services for enterprises.

The FPD testing laboratory will focus on new flat panel display devices, such as TFT-LCD, OLED display and display modules, and its upstream and downstream products, providing a standard, testing and certification technology service platform for the flat panel display industry chain.

In the next phase of construction, we will expand to other optoelectronic products such as photovoltaic products.

Zheng Jian: The electronic industry standard in the field of semiconductor lighting technology released this time is "Detailed Specifications for Power LEDs for Semiconductor Optoelectronic Devices", "Test Methods for Semiconductor Light-Emitting Diodes", "Sapphire Substrate for Gallium Nitride Based Light Emitting Diodes", Phosphors for Semiconductor Light-Emitting Diodes, Technical Specifications for Power Semiconductor Light-Emitting Diode Chips, Test Methods for Semiconductor Light-Emitting Diode Chips, Blank Detail Specifications for Small-Power LEDs for Semiconductor Optoelectronic Devices, and Series of Semiconductor Light-Emitting Diode Products 9 items. These nine electronic industry standards cover LED materials, chips, devices and related inspection and testing methods. They are the milestones of the first batch of electronic industry standards in the field of semiconductor lighting technology released by the Ministry of Industry and Information Technology. China's semiconductor lighting technology standards system has played a major role. The implementation of these standards is important for standardizing the semiconductor lighting industry market, improving the current evaluation methods, stimulating and encouraging advanced enterprises to compete freely across regions, and promoting technological innovation. Zheng Jian: The Standard Working Group will continue to strengthen the various social forces in the United Nations, including the development of new electronic industry standards, including LED epitaxial wafer test methods and product specifications, low-power LED chip specifications, LED model naming rules, LED components. Reliability test methods and credibility series standards for solid-state lighting equipment. The standard working group will also develop standards for LED modules, component test methods, life test methods, product specifications, etc.; develop detailed specifications for LED device products for different applications, and specify specific performance indicators such as light, color, and heat.

High-tech LED: What do you think is the current status of domestic semiconductor lighting inspection and certification?

 

Zheng Jian: I think China's LED testing and certification market is still in its infancy, mainly in two aspects. First, the company's own testing and certification awareness is not strong. Because China's LED industry is mostly small and medium-sized enterprises, and the products are generally lack of competitiveness, most of them choose the low-end market. Most of them do not pay much attention to brand building. The product quality requirements are not strict enough. Product certification is not an important way to improve product quality. Second, the international and domestic semiconductor lighting related standards lag, affecting the rapid development of the testing and certification market. The nine industry standards released this time, the eight national standards released in the same period and the recent UL issued safety standards for solid-state lighting products ANSI/UL8750, the US Energy Star solid-state lighting standards, etc. will provide strong LED manufacturers. The technical basis, while further stimulating the need for LED testing and certification.

High- tech LED: At present, China's LED industry standard and testing system construction needs to be improved. CESI is the core organization of national electronic information technology standardization. What positive measures will be taken to improve the development of China's LED industry?

Zheng Jian: In order to promote the healthy and orderly development of China's LED industry, and enhance the comprehensive competitiveness of China's LED industry. 1. High-tech LED: The current LED lighting products are mixed. As a photoelectric standard testing institute, what is the general inspection of whether a product meets the standard?

Zheng Jian: Basically, we will carry out LED inspection business based on existing domestic and international standards. We believe that as an LED lighting product, safety is the primary consideration. It is necessary to ensure that the product will not cause harm to personnel, the environment and other equipment during use. In particular, it is required to pay attention to the requirements of optical radiation safety; The environmental adaptability, especially for outdoor lighting, should ensure that it can work normally under different environmental temperature and humidity conditions and extreme weather conditions; in addition, the luminous efficiency parameters reflect the energy saving effect of the product, the total luminous flux, light distribution and other optical parameters. The chromaticity parameters such as chromaticity, color and space color uniformity directly reflect the user's feelings, which are very important parameters; in terms of life, due to the long life of the LED, the current general method is to pass the end of the test cycle. The maintenance rate estimates the life of the product, and it is important to note that the color maintenance rate is also a key parameter.

High-tech LED: As an expert in LED lighting inspection, how do you think LED products can remain undefeated in the fierce competition?

Zheng Jian: At present, the quality of LED lighting products is uneven. Manufacturers must base themselves on the market and make products the most fundamental. To make a good product, we should pay attention to the following main aspects: First, the structure, including IP protection. And heat dissipation, many companies do not pay attention to this aspect, but in the detection process is the most discovered link; the second is the drive power, especially for outdoor use LED, the power quality directly determines the life and reliability of the product; There is also a light distribution design. One of the great advantages of LED light source is 2Ï€ illumination, but many companies do not pay attention to the particularity of LED light source illumination. Improper light distribution design directly affects the energy-saving effect of the product.
