The EU has pushed the new regulations for the export of Zhongshan lamps and changed again.


Zhongshan is one of the largest producing areas for lighting products in China. In particular, the ancient town of Dengdu has been characterized by many years of development, and most of its products are exported to the United States, the European Union, Japan and other countries and regions in the form of general trade. The EU recently stated that the new regulations (EC) No 2452009 implemented on April 13, 2010 will modify the various technical indicators of the various lamps imported. This will have a profound impact on China's lighting export industry. To this end, on the morning of January 19th, relevant experts of the China WTO/TBT National Notification and Consultation Center selected the “EU GTBTNEEC 303 Lighting Notification Council” in the ancient town of Dengdu.

“In the June 2009 EU draft of 10 EUPs, 3 of them were related to lamps, and the proportion is still quite large. The release of these regulations is the result of the economic crisis and the transition from virtual trade to physical trade. It is also the dominant product of China's current export. It seems to be unintentional, and it hides the mystery of the developed countries' trade barriers to China. This time, the lighting council was held in the ancient town of Dengdu, and the company as the mainstream of the lighting industry was fully considered. Position, form representative opinions, and submit to the WTO Secretariat to eliminate the adverse effects of technical trade measures to maximize the interests of China's lighting industry.” Wang Lizhou, director of TBT Research Department of China WTO/TBT National Notification and Consultation Center, said in an interview.

According to statistics, in Zhongshan, after years of survival of the fittest, 13 large-scale lighting companies with export value of more than 10 million US dollars and 18 export value of 5 million US dollars to 10 million US dollars have emerged. These large-scale enterprise management norms, strong independent development capabilities, and stable product quality, many enterprises still strong exports under the bleak international economic situation last year, fully reflecting their anti-risk ability and international competitiveness. Only the lighting industry is still a labor-intensive industry, and the technical threshold is low. SMEs that fail to establish an effective quality control management system during their growth will be most affected by this regulation.

Experts from Cui Lu, the national WTO/TBT center, and Chen Quan, director of the WTO/TBT Center of Guangdong Province, explained the revised contents of the new regulations in detail. Through comparison before and after, let everyone be aware of the specific impact of the revised part on policy, enterprise and industrial development. At the same time, experts called for the establishment and improvement of service platforms for dealing with technical trade barriers as soon as possible, making full use of relevant WTO/TBT provisions to help enterprises improve design, improve quality management and testing technology, and protect the export rights of enterprise products.
