Excessive processing costs lead to the recycling of waste energy-saving lamps without doors

Four or five broken energy-saving lamps were piled up in the corner of Mr. He’s home in the southwestern street of Sanshui District, Foshan. Because he knows the dangers of mercury in energy-saving lamps, he did not discard the garbage directly like most citizens. "I don't know what to do if there is no specialized agency." Mr. He also hopes that journalists can appeal to the society.

The public does not know "mercury pollution"
But not every citizen is as clear about the hidden dangers of waste energy-saving lamps as Mr. He. Yesterday, our reporter interviewed the public at the counter selling energy-saving lamps in the supermarkets in the five districts of the city. Most of the citizens knew nothing about the potential “mercury pollution”. In Dongkang Road, Daliang, Shunde District, when asked if they knew that there was "mercury pollution" in energy-saving lamps, many people who were buying lamps and shook their heads and said that they did not know, even if some citizens reported that they knew something from the media reports, but it was bad. The energy-saving lamps that are dropped will still be treated as ordinary garbage and discarded.
Since last year, the city has promoted about 2.6 million energy-saving lamps. Among them, there are about 630,000 in Chancheng District, about 690,000 in Nanhai District, about 800,000 in Shunde District, about 200,000 in Gaoming District, and about 330,000 in Sanshui District. The purpose of promotion is to save energy and reduce consumption. According to the data released by the municipal economic and trade department, compared with incandescent lamps, more than two million energy-saving lamps are expected to save more than 57 million kilowatt-hours per year, equivalent to more than 25,790 tons of standard coal, and reduce carbon dioxide emissions. 76,300 tons, sulfur dioxide about 900 tons, saving electricity costs more than 33 million yuan.
In this regard, Mr. He said that energy conservation and consumption reduction must be supported, but while promoting the energy-saving lamps, the government should vigorously publicize and explain the hidden dangers of “mercury pollution” of discarded energy-saving lamps, and lead the improvement of the corresponding recycling system. However, after interviewing the environmental protection and economic and trade departments of the five districts of the city, the reporter found that there is no relevant processing mechanism in the five districts. Some departments said: "There is no notification from the superior, it is difficult to operate!"

Further investigations by merchants and recyclers have never been recycled. It has been found that no matter whether it is a waste recycling station or a supermarket or manufacturer selling energy-saving lamps, no place or institution in the city has provided free recycling of used energy-saving lamps.
“What is the value of energy-saving lamps? It is certainly not possible to recycle them.” A person in charge of a garbage collection station in Chancheng District said, “I have never heard of a recycling station to collect energy-saving lamps because no one wants.” Shunde District Environmental Transport and Urban Administration The relevant person in charge of the Public Utilities Section admitted that due to the high technical requirements for disposing of waste energy-saving lamps, there are not many processing enterprises in the province. Even if the recycling enterprises receive these energy-saving lamps, they can only be stacked and cannot be disposed of.
In the shopping malls and lighting stores in various districts, the reporter did not find any business to recycle energy-saving lamps. The person in charge of a lighting store in the Huayi Decoration Market in Chancheng District said that he has represented three domestic and foreign brands of energy-saving lamps for more than 10 years. No company has ever said that energy-saving lamps need to be recycled. "It should not cause such serious pollution consequences." The person in charge said that the energy-saving lamps must be added with mercury, but I have never heard of any place that has been contaminated by energy-saving lamps.
Compared with the “favored” when the high-cost enterprise is not cost-effective, the discarded energy-saving lamps seem to be “abandoned children” that no one is willing to control, even for energy-saving lamps manufacturers. Foshan Lighting and Huayi Lighting, which won the bid for the city's energy-saving lamp promotion plan last year, said that there is no way to implement the plan to recycle waste energy-saving lamps. Mr. Wang, the equipment manager of Foshan Lighting Company, revealed that the company had spent more than 10 million yuan to purchase machines to extract mercury from the waste energy-saving lamps produced during production, but the recovery was not enough for the maintenance cost of the machine.
Just because the company recycles waste energy-saving lamps and is not profitable, it is impossible to pay any waste recycling stations or supermarkets, which leads to almost no recycling sites willing to carry out free recycling activities. However, there are also large-scale energy-saving lamp manufacturers that spontaneously recycle energy-saving lamps. “NVC Lighting”, which has just signed up to become a supplier of lighting products for the Asian Games, is one of them. Its president Wu Changjiang once said: “Whether or not NVC’s products are included in our recycling system, this is the social responsibility of the company. "But this "only pay for not earning" things rely on the meager strength of one or two enterprises, and it is only a drop in the bucket to change the secondary pollution of energy-saving lamps.

Expert advice:
Taking into account the production and recycling links Liu Hong (National Development and Reform Commission Energy Institute experts): In the current state and most places have no clear recycling regulations and plans, the waste energy-saving lamps can only be treated as ordinary household waste, and in the process of treatment, It may pollute the environment. To solve the problem of mercury pollution in waste energy-saving lamps, national and local governments should start from the two aspects of production and recycling. On the one hand, the state should formulate more stringent energy-saving lamp standards, limit mercury content as much as possible, and reduce “mercury pollution” from the source; on the other hand, considering the high recycling cost of energy-saving lamps, national and local governments should give a unified plan. And regulations, give the recycling company a certain subsidy.
Classification and treatment of energy-saving lamps Lei Hengyi (Professor, School of Environmental Science and Engineering, Sun Yat-Sen University, Director of Environmental Engineering Research Institute): At present, there is no perfect recycling system for waste energy-saving lamps. With the promotion and use of energy-saving lamps, The water and soil environment faces the hidden danger of mercury pollution. However, due to the high cost of mercury treatment, mercury pollution hazards are common problems in Guangdong and even the whole country. Due to the high cost of mercury treatment, to eliminate this hidden danger or to improve the relevant recycling system, the government needs to introduce a clear policy on how to save energy and classify and recycle the garbage. The government can consider subsidizing the recycling of mercury-containing products by levying environmental taxes on mercury-containing products such as energy-saving lamps, and establishing a benign mechanism for the disposal of such pollutants.
