On January 18, 2018, the Ministry of Industry and Information Technology (MIIT) of the People's Republic of China released a notice regarding the "Preliminary Review of Supplementary Liquidation Application Materials for the Second Batch of Grants for the Promotion and Application of New Energy Vehicles in 2016." The notice covered 9 provinces, 14 automotive companies, and a total of 15,131 new energy vehicles submitted by enterprises. The total amount of liquidation funds applied for by these companies reached 3.179 billion yuan. However, after expert review, only 14,729 vehicles were approved, meaning the actual subsidy amount to be cleared was 3.065 billion yuan.
The main reasons for the rejection of some applications included discrepancies between the battery unit models and the announced parameters, inconsistencies in the battery box model numbers compared to the registered data, and mismatches between the technical specifications declared by the companies and those listed in the recommended model directory. Additionally, some vehicles had registration dates from 2015, which did not meet the audit requirements. Another key issue was that the accumulated mileage of certain vehicles fell short of the required 30,000 kilometers, leading to their disqualification.
This announcement highlighted the strict scrutiny being applied to new energy vehicle subsidies, emphasizing the importance of compliance with technical standards and operational requirements. It also reflected the government’s efforts to ensure transparency and efficiency in the distribution of financial support for the green energy sector.
