On January 18, 2018, the Ministry of Industry and Information Technology (MIIT) of the People's Republic of China released a public notice regarding the preliminary review of supplementary documents for the second batch of new energy vehicle (NEV) subsidy applications under the 2016 promotion and application program. The notice covered nine provinces, involving 14 automotive companies and a total of 15,131 new energy vehicles. These companies had collectively applied for a liquidation amount of 3.179 billion yuan. However, after expert evaluation, only 14,729 vehicles were approved, meaning the final subsidy amount should be approximately 3.065 billion yuan.
The main reasons for the rejection of some applications included discrepancies between the battery unit models and the announced parameters, inconsistencies in the battery box model numbers compared to the registered data, and mismatches between the technical specifications declared by the companies and those listed in the recommended model directory. Additionally, some vehicles were registered before 2015, failing to meet the eligibility criteria. Another key issue was that the accumulated mileage of certain vehicles fell short of the required 30,000 kilometers, which is a mandatory condition for subsidy approval.
This review highlights the strict scrutiny applied to new energy vehicle subsidies in China, ensuring that only eligible and properly documented vehicles receive financial support. It also underscores the importance of accurate data submission and compliance with government regulations in the rapidly growing NEV market. As the industry continues to expand, such audits play a crucial role in maintaining transparency and preventing misuse of public funds.
