Finally, they can print the electronic business license through the intelligent kiosk. The entire company registration process was completed in just 10 minutes. On October 10, 2017, the person in charge of Guangzhou Juss Trading Co., Ltd. successfully obtained the first fully electronic business license in Huangpu District of Guangzhou, under the supervision of many witnesses.
Since 2012, Guangdong Province has been implementing commercial system reforms. Over the past five years, these reforms have continued to deepen, bringing about continuous benefits that have fueled high growth among market players in the province. However, this growth also led to a sharp increase in the number of window service requests. In cities like Guangzhou and Shenzhen, long queues and difficulty in securing appointments became common problems, with some people waiting up to three weeks for an appointment. Today, these scenes are historical records, showcasing the progress made through the commercial system reform.
Thanks to artificial intelligence, many of the previous challenges have been significantly reduced. Before the reforms, applicants had to visit multiple departments such as industry and commerce, public security, the People's Bank of China, tax authorities, and land tax offices, which often took months and risked missing business opportunities. Mr. Zeng, a citizen from Guangzhou, shared his experience of the difficulties in making appointments, identifying business names, and completing the registration process. These pain points were addressed by the country’s first AI-based commercial registration system.
Before applying through the self-service system, applicants can consult an intelligent robot if they have questions. During the process, the system will also provide smart recommendations based on the information entered. A notable innovation is the use of advanced facial recognition technology for digital signatures, which uses binocular biometric detection to ensure high accuracy and eliminate the risk of identity fraud or unauthorized signatures.
Compliance with filing materials is essential for commercial registration. Previously, many applicants faced complications due to non-compliant documents. Now, the new fully electronic system automatically generates standardized application forms, company constitutions, and shareholder meeting resolutions, allowing shareholders to make minor adjustments based on their agreements. Once the registration is complete, companies can obtain paper licenses via smart signing robots, postal services, or government windows, or download the electronic version online.
At the launch of Guangzhou’s “Artificial Intelligence + Robots†Commercial Registration System in October 2017, Mr. Tan Manqing, Director-General of the Guangzhou Municipal Administration for Industry and Commerce, emphasized that the system is powered by big data and new information technologies. It enables the entire process of application, signature, verification, licensing, publicity, and archiving to be fully electronic, achieving features like “free booking,†“zero face-to-face meetings,†“all-weather processing,†and “paperless operations.â€
Guangdong has focused on improving the convenience of starting a business by benchmarking international standards and continuously enhancing the business environment. By lowering entry barriers, optimizing procedures, and strengthening post-event supervision, the region has greatly stimulated market vitality and innovation.
One key aspect of the current reform is the “data online, companies run errands†approach. Before the reform, the approval process could involve multiple departments and take months. Now, it has become a streamlined, one-step process handled by the industry and commerce department. Information sharing between departments saves entrepreneurs a lot of time and effort.
Thanks to technological advancements, Guangdong has introduced a pilot system for self-declaration of corporate names. The intelligent system provides name comparisons, sets restrictions, and offers a prohibited word database, enabling applicants to independently choose and verify names. Additionally, the intelligent address comparison system and the business scope lexicon developed through big data analysis further enhance efficiency.
Beyond the business system, Guangdong has implemented a through-car service for commercial registration and banking. This initiative allows for seamless processing of ICBC photos and bank accounts, resulting in a national-standard electronic business license with financial functions. Through the Guangdong-Hong Kong-Macau Commercial Banking Card Exchange Service System, the process has been extended to Hong Kong and Macau, supporting convenient business operations across the region.
In Huangpu District, known as the Guangzhou Reform and Innovation Experimental Field, the commercial system reform has drastically reduced restrictions on locations and business names. Measures like “Regional General Offices†and “Tolerance and Demand Registration†have improved institutional support for market entities. According to statistics from the Guangzhou Municipal Administration for Industry and Commerce in June 2017, the Huangpu District ranked first in the city with an average of just 0.83 days for business registration approval.
Behind the technological innovations lies a transformation in administrative concepts, reflecting a shift toward more efficient and customer-focused services. Since 2012, Guangdong has led the way in commercial system reforms, and by 2017, the total number of market players in the province reached 10.26 million—double the pre-reform level. Guangdong became the first province in the country to exceed 10 million market entities, with 38 enterprises per 1,000 people, surpassing many internationally advanced economies.
As the demand for efficient services grew, Guangdong launched a full-process paperless commercial registration pilot in 2013. By 2017, the fully electronic system was fully implemented, covering all regions, business types, and main sectors. In 2017, the network registration rates in Shenzhen and Dongguan reached 95.7% and 78%, respectively. Approval efficiency increased by over eight times, and the number of people at the service window dropped by 80%.
