The scale of wind power generation in China is very large, and grid-connected power generation has reached the forefront of the world. In 2006, the installed capacity of wind power was only 2 million kilowatts, and now the grid-connected wind power has exceeded 50 million kilowatts. How do we ensure timely grid connection and have encountered some difficulties in the grid connection?

Zhang Zhengling said that with the rapid development of wind power, the difficulty of connecting wind power has become a focus. Where is this difficult? There are three main areas:

First, the planning of wind power and the planning of the power grid are inconsistent. The wind power resources in our country are very concentrated, and most of them are located in economically underdeveloped regions. That is to say, windy regions have small loads, and local wind power uses less or even not. This is a basic national condition of our country. The difference with foreign countries is very great. Big. For example, in the four regions we just mentioned, the consumption of electricity in the Mengdong, Mengxi, Jiuquan, and Oubei markets only accounted for 10% of the country's total. They basically did not use their own wind power. This contrasts greatly. Because large-scale wind power is difficult to absorb locally, we need to step up pressure. Therefore, coordination of wind power planning and power grid planning is very important. If we do not have a unified plan, this is a very difficult one. This is the first difficulty we have mentioned.

Second, the pre-phase and construction period of wind power is very short. Most of the wind power plants are built in sparsely populated areas and they can be turned on poles to generate electricity. The procedures of the previous government are relatively simple. In general, a 50-kilowatt power plant can be built in half a year. Then compared with wind power, wind power is a point, and the power grid is a line. This line has to cross railways and rivers, and must bypass towns and villages. Therefore, our previous work is relatively complicated.

It seems that the construction period of wind power plants is relatively short and will soon be effective. But in fact, if these electric powers are actually delivered to the whole nation's electric grid, there must be a process.

It is often the wind power plant that has been approved to start work. The grid has not yet been approved. The first nuclear nuclear network is often the case.

In addition, the construction period of power grid projects is relatively long. A wind power plant can be built up in half a year. However, we have built a 220 kV line for more than one year. This requires us grid companies to advance ahead of the grid, and we must do everything possible to shorten the construction period of the grid.

In our country, a large number of wind power plants have been “split” during these years. According to national regulations, the wind power is approved. More than 50,000 kilowatts are approved by the central government, and 50,000 kilowatts or less are approved by the provincial government. The enthusiasm of local governments for the development of wind power in these years was high, but in some places, they were split up into 49,500 kilowatts in order to pass the provincial approval directly.

This caused power grid companies to be at a loss as they arranged for the overall outsourcing of the power grid, including arranging project construction. Because of a complete wind power plant, if it is built by one family and completed in the first phase, our support is very easy. If a wind power plant is developed by multiple owners separately, with our request for access, it is difficult for us to plan uniformly.

The owners did not think that although their scale was reduced and they were quickly approved at the provincial level, if the construction of the power grid could not keep up, the electricity they produced would not go to the national power grid. This requires the State Grid to track the progress of these projects in a timely manner and actively communicate with the many wind power owners to communicate. And timely adjust our construction plan. In general, in the face of these difficulties, it should be said that the State Grid Corporation has made arduous efforts. Since 2006, the State Grid has invested a total of 45.8 billion yuan in wind power grid construction. The National Grid has constructed 25,000 kilometers of grid-connected lines at various voltage levels, which is equivalent to two long marches. Most of the projects approved by the country can be connected to the grid in a timely manner.
