Incandescent lamp can enter the phase-out period of suspense

Recently, the National Development and Reform Commission issued the "China's Phase-out Exposure Plan for Incandescent Lamps" (Consultation Draft). According to the "opinion", by 2016, China will gradually ban the import and sale of incandescent lamps in five steps.

The target products for this phase-out were incandescent lamps for general lighting, and did not include reflective incandescent lamps, spotlights, decorative lamps and other types of incandescent lamps and incandescent lamps for special purposes. However, there is a wide gap between the price of energy-saving lamps and LED lighting and incandescent lamps. Many people in the industry questioned the feasibility of this policy.

“Whether this policy is feasible depends on the LED technology and its cost-effectiveness. Second, it depends on the country’s implementation strength is not enough, can not be resolutely implemented,” said Huang Shuhua, deputy general manager of Dong Lin Electronics.

Is it feasible for China to phase out incandescent lamps before 2016?

At present, more incandescent lamps are used in third-tier cities and below. Taking a 450-lumen LED lamp as an example, the light efficiency of mature products is equivalent to 40W incandescent lamp and 11-15W energy-saving lamp, but the price of LED lamp is 80-90 Yuan, and 40W incandescent lamp is 1 Yuan. Energy-saving lamps are about 10 yuan.

Therefore, the great difference in market prices has spawned the choice of purchasing power.

"The price difference between incandescent and LED lighting is very large. An ordinary incandescent lighter who is accustomed to 1 yuan is unwilling to come up with 70-80 yuan to buy more energy-saving and more environmentally-friendly LED lighting." NVC Lighting Director Chen Yifei told reporters. For LED lighting to implement general promotion, first of all to make the LED product technology costs drastically drop, the price down.

More than a decade ago, energy-saving lamps cost as much as seventy to eighty yuan to one hundred yuan, so the lowest price is only a few dollars, and retail sales are generally more than ten dollars. "Only the vigorous promotion of many forces such as the government and enterprises will enable LED to be fully promoted," said Chen Yifei.

In this regard, Huang Shuhua also expressed a similar point of view, he believes that if the 450 lumen LED lights can be sold for about 30 yuan, it can be accepted for the second and third tier cities and their rural markets.

However, there is still some difficulty in the LED light source price reduction to acceptable levels for consumers in 2016, which requires the government's strong and correct guidance. "The elimination of incandescent lamps and the use of LED lighting alone cannot solve the problem through market adjustments. Just like the 'home appliances going to the countryside', can we give some supportive policies or affordable guidance to the people? It is the most realistic," said Huang Shuhua.
